Is there anyway to delete the BCM database from the 'Administrator' account from another user account?

From my knowledge, he doesn't have a password to log on to his local computer.  I've checked his user account settings and there is no password setup.  But when I add him to grant permission it requires me to input a temp password. Any ideas of what I'm doing wrong?...
