Doug also fails to realize that drivers will also avoid puddles where possible to avoid the risk of engine flooding or hitting a pothole that's hidden by the puddle. In a Land-Rover one can go though deeper puddles faster than in the average car hence Doug thinks all cars drivers are the same as him.

It has a role to play, e.g, keeping the streets free of potholes and muggers, and keeping the Red Army off them. But it has no useful role to play in the economy, and any intrusion it makes is likely to be counterproductive, if not destructive.
