And in consequence, the TV shows that are filmed in HD will have to run that "This program is altered to fit the screen of your TV" disclaimer before shows like TAR.> Nope. Just letterbox it like some shows are done now.

... in real life. All CRT screens flicker (as do LCD screens) because they draw each line separately. As they get older the screens can start to misbehave and flicker more badly. On things like computer screens, you can of course adjust the refresh rates and resolution to rduece the amount of flicker, but not usually on a TV screen (although changing to a 'letterbox' option if available may help since the screen has less to refresh).
