... the phrase "3 greens" on first contact with the TWR I was still required to use the phrase "Check Wheels". I know it sounds silly but those were the rules then. Woe betide any ATC that did not use that phrase and the aircraft did a "wheels up" landing. I believe it has happened. I'm not sure what is happening now with regard to this situation.
