There's no secret recipe for your itinerary. Obvious rush hours are longer here than many places, but an accident or incident that slows traffic can cause an inexplicable slowdown at any time. That said I more often find that Lately I'm finding I'm getting places faster than I thought. Just remember Murphy's law can jump out at any time. Bill, I live in O.C. and do occasionally drive around L.A. The best advice I can give you is to try and avoid rush hour which in L.A. runs from 5:30am to about 10:00am and 2:30pm till about 7:00pm.
