Which is better: rail or road haulage?

Vince's (aka "Knight of the Road") recent post on the subject of the
inadequacy of rail freight has got me thinking. Posters on this group
often trade insults about the two modes of transport, but what is
currently lacking is a serious, objective comparison of the two
modes. Given the intellectual calibre and clout of the people who
frequent uk.transport, this is just the forum for such a comparison.
Here is my bash at it - I am awarding points out of 10 for various
comparators.

1. Ability to self-regulate

Road: the HGV industry does this par excellence - almost half of the
lorries stopped during random police checks manage to be roadworthy
i.e. do not have something wrong with them or have drivers who were
committing offences:

Score: 10/10

Rail: very poor - needs various external agencies (e.g. HSE) to ensure
safety.

Score 2/10

Why what? Did they loose out? Check modern ecomomic history for

The tonnage moved by rail freight in 2007 is what? and in 1950 what? The
consignments moved in 1950 and now?
