WRONG.

According to the highway code it is something you "should" not do
(i.e. not recommended), not something you MUST not do (i.e. that would
be illegal).

As you say, this is unfortunately the case.

It certainly *should* not be the case, and if it wasn't the case, then
overtaking on either side would be just as safe.

Sorry, but I disagree that it is "thankfully". If we did have that
system, then people would be just as likely to check their mirrors
before moving left as they would before moving right.
