Not necessarily, since it's perfectly possible for livestock to graze
amongst trees etc. Or, if goat meat became more acceptable, on uncleared
scrubland...
OTOH, if you're planting crops, you definitely need to be clearing the
land. It's much more prevalent, of course, amongst third-world countries
wishing to develop global food export trade.
