I don't see what is shocking about it. This is very encouraging news
but gives no cause for complacence.

"A total of 30,720 people were killed or seriously injured in 2007 -
4%% fewer than in 2006. There were 247,780 road casualties in Great
Britain in 2007 - 4%% fewer than 2006."

30,720 is still far too many and 4%% is only a very small drop.

Still, it does show that government safety measures, including
slightly longer though still derisory sentences for road killings,
speed cameras, etc., seem to be working.

Of course, there is still the problem of under reporting of road
deaths, i.e. those due to serious injuries some time after the crash.
Hopefully though, further campaigning will continue to produce a
reduction in road killings and injuries in the future.

How does imprisoning someone after an event stop it from happening?

Another thing Doug's probably never heard of is the statistical phenomenon
of "regression to the mean". Check out Wikipedia
(http://en.wikipedia.org/wiki/Regression_to_the_mean), which says
"Regression toward the mean refers to the concept that those with extreme
scores on any measure at one point in time will, for purely statistical
reasons, probably have less extreme scores the next time they are tested"

What this means is that
1. Accidents increase on a particular stretch of road
2. A speed camera is put in as a result
3. Accidents then fall on the same bit of road
