Yes it is common in California to allow a small number bikes on trains and
busses. Without allowing bikes and having large car parking lots for
transit, a lot fewer people would use it.
Not many people use transit in California even with bikes and car parking
because transit it slow. With the high incomes in California, people highly
value their time. Transit is far too expensive in wasted time for all but
the poorest and the train fetish people to use it.

Seems more bicycle friendly there than in UK.

How does a bicycle boulevard "prioritize" bikes?
I see that cars are still allowed on the road, and presumably bikes
are allowed on roads in general.
Painting bike signs on the road will help those motorists who notice
signs but are unable to notice a six foot tall two hundred pound
object on the road right in front of them. What percentage of
motorists is that, even in California?
