One problem with that is that ANYTHING that relies on satellite
tracking can be JAMMED with a GPS jammer. You can buy one now through
the Internet, for around 200 USD. All one would have to do is plug one
of the these into the cigarette lighter jack, and the GPS tracking
unit will be unable to get its location.
That is why the proposed satellite based speed limiter is also a waste
of taxpayer money. Someone who wanted to speed could just simply turn
on the GPS jammer, and the speed limiter would be unable to get its
location and throttle your speed.
