This would effectively deal with the oft repeated criticism on this
newsgroup, by the motorists who dominate it, of legislation which
penalises the poor. So, someone with an old banger from a poor
neighbourhood would pay less than your rich, proud 4x4/SUV/Chelsea
tractor user, which seems fair enough.
"Motorists face a postcode lottery under Government plans to introduce
road tolls.
Car owners from wealthier districts could find themselves paying more
than those from poorer areas.
A 300-page document issued to firms bidding to run road-pricing trials
says any scheme must take account of 'fairness' and different 'road
user classes'.
The pay-as-you-drive charges of up to £1.50 a mile would be based on a
motorist's address on the electoral register..."

As if the whole road-pricing thing weren't hard enough in terms of the
practicalities of it all, this adds a whole new layer of complexity, and so
will never work. How about all those fleet cars registered to addresses
other than where they're actually used? And that's just for starters.
Anyway, as it comes from the Wail, I am sure it's grossly misrepresenting
what the report actually says, and it's probably not true at all.
