In what way is this finite (and rather cheap) series of road projects
"never ending"? The projects each have a fixed completion date and the
majority seem on track to complete within the time alloted. Furthermore
the list is an extremely minor series of works certainly nothing that
counts as "perpetual roadbuilding". You are trying to pass lane changes
and (some) road widening schemese as "roadbuilding" which I suspect most
people would consider to be a term to be applied to the construction of
new roads, not minor improvements to existing roads.
The only project on that list that seems to qualify as "road building"
is the Hindhead tunnel construction and that, due to the whining of the
greenies, was started 20 years later than it should have been.
Oh, and the reference that you cited puts the cost of minor improvements
to three tube lines at £5.5bn.
