You would have thought so, wouldn't you?

But this isn't France or Germany. Sadly - and as you well know - this
country is full of examples of badly-needed bypasses and link roads the
necessity of which was established decades ago.

1994 - 2008 is actually quite quick for a British road improvement scheme.
