This has little to do with tougher sentencing. If you are sent to
prison for life you only ever get out on licence - you are never
totally free. And the 4 1/2 years is the minimum before consideration
of parole can start. You can count on the fingers of one hand the
prisoners who have got parole on the first attempt in the last fifty
years. His likely time in gaol is going to be more like ten years than
five. And being out on licence means that whatever you do you can be
banged up again without more ado.
