Now we know the depot I'm even more convinced it's to do with average
mileage. If someone flies into an airport like Southampton, you don't
expect them to immediately drive to Newcastle. Why wouldn't they fly
instead? The rate is clearly aimed at people who want to potter around
the Southampton area.
