So, what you seem to be saying is, it is only illegal do drive over
raised kerbs if and when the Highways authority says it is?
Also, while millions of motorists are driving around on pavements they
may be causing damage to pipes and cables, for which they would be
held responsible and have to pay for. I guess that is not covered by
their derisory VED either.

What is it about the title of this thread that is causing you
