Not in the past, but it could be now that a notice has been served under the
Highways Act 1980. The Local Authority appears to be exercising its powers,
under Section 184 of the Highways Act 1980, to impose 'reasonable'
conditions on the use of a vehicle crossing over a footway. Fitting a
dropped kerb is a reasonable condition. Continuing to use the crossing
without complying with the conditions imposed would be an offence..

It is not, specifically, illegal to drive over a raised kerb. It is illegal
to drive or ride along the footways, but vehicular access across a footway
is permitted. The local authority can impose conditions on the use of such a
crossing and it is an offence to use the crossing without complying with
those conditions. Normally, a dropped kerb would be a condition that would
be imposed at the planning stage, but, as in this case, it can be imposed at
a later date.

But not always (perhaps not even usually) illegal. There are places where the
LA encourages poarking on or partly on the footway.

Even if such a sensible scheme were trialled, there would still be a need to
park cars at the other end of the journey (though that would be easier in an
area where on-street garaging was banned).
