planning permission, or the planning office didn't do their job
properly -- it's not illegal to drive over a dropped kerb.

You are missing the point. This is about non-dropped kerbs, over which
many motorists drive on a daily basis and seem to be allowed to get
away with it.

So, you are obviously endorsing the alternative. which is to park on the
street:
"Fearful of being hit with fines, homeowners in Pinfold Street, Eastrington,
East Yorkshire, are being forced to park on the street, causing traffic
congestion as a result."
Nice to see yet another bureacratic public sector body approaching a problem
with a win-win approach (NOT). Why don't these people realise that it could
be solved without antagonising everyone with immediate threats, but to work
with them to come up with a sensible solution?

Nope. I am endorsing the removal of preferential treatment from car
owners. If they do not have suitable storage space on their own
property and are not prepared to pay for garaging elsewhere they
should not have cars.
