Anti-car groups reacted with fury over yesterday's dismissal of a
controversial judge. Campaigners said that the dismissal of His
Honour Judge Douglas Bollen, a Crown Court judge based in Lewisham
Crown Court, was evidence of "the infestation of the English so-called
justice system by motorists".
Judge Bollen has been the centre of considerable controversy for his
outspoken anti-car views. Two cases over which he presided were
referred to Office for Judicial Complaints (OJC), which decided last
Monday that his conduct was "unbecoming of a judge" and that he "ought
to stand down to preserve the reputation of the judiciary". When
Judge Bollen refused to do so, the OJC said it had no choice but to
take the "highly unusual" step of dismissing him.
One of the cases referred to the OJC concerned the trial of a father
who had encouraged his four-year old son to play "chicken" on a busy
dual carriageway, resulting in the child's death. The trial collapsed
after Judge Bollen described the father's conduct as "blameless", and
repeatedly demanded that the motorist who collided with the child be
brought before the court and charged with manslaughter. The OJC
described Judge Bollen's views as "irrational, even bizarre".
