They're also given to HIV+ people. Indeed, the Terrence Higgins Trust
actively encourages members to apply for Motability as they get
automatic blue badges. I know of one such person who even boasts how he
uses his purported disability as "a weapon" (his words). Needless to say
he's fit as a fiddle and works cash-in-hand in addition to his
invalidity benefits.
