Children under 16 number 11 million
Therefore the number of adults is 50 million not 40 million.
There are 27 million cars.
Therefore motorists are only 54%% of the population, a SMALL majority.

You are assuming that 1 driver == 1 car. That's not true. There are a
plenty of people living together who have one car between them.
There's a non-trivial number of people who don't own a car, but hire
one as necessary.
And, of course, the majority of non-drivers are transported primarily
by drivers. How else do all those children get around?

Rather than relying on GollumStats(TM), let's look at the real
numbers. For 2006 (most recent available):

75%% of households have access to a car (page 9)
81%% of men and 63%% of women hold a full licence (page 11)
81%% of people live in a household with access to a car (page 12)
Sorry, Gollum, motorists form a large majority, however you look at

In Great Britain 82%% of the male population and 60%% of the female
population has a full driving licence. That's 31.6 million individuals.

Last time I checked the voting age in the UK was 18, not 16. So Duhng's
