certificates of entitlement? A sudden surge in telecommuting and

Failing to have some form of demand management on The City's roads is
a terrible idea macroeconomically - look up the concept of "the
tragedy of the commons".
Shortages are a horribly inefficient way of allocating scarce
resources.
