The Radio Society of Great Britain magazine (RadCom) reported on this
results of the DoT consultation paper into the banning of mobile phones
whilst driving including the usage of "two-way radio microphones". Thanks
largely to the input of the RSGB (on behalf of UK Radio Amateurs) and also
that of private users of such equipment it was dropped from the legislation
as enacted.

I cannot give you a specific reference beyond "RadCom - sometime in 2003",
but the posts of other Radio Amateurs to this thread show it to be common
knowledge in the community.

I cant think of any such legislation enacted in the 80s that goverened this
area specifically; could this have been the result of a court case rather
than a new law at that time? Driving without due care and attention would
be my bet.
