Trucks don't pay *anything* towards to costs of road upkeep. Consumers do.

Not necessarily. If road haulage was fairly priced compared to rail,
water, or even just people moving closer to docks, cities etc then those
who wanted to pay for it could, those who didn't don't have to. ...
