Note the mention of cars and how much individuals are responsible for
emissions. Clearly the government would like to remove many cars from
the roads and their drivers to take personal responsibility for their
nasty emissions.
"Hilary Benn, the environment secretary, will claim today that
profiteering energy companies will be required to spend nearly £1bn a
year over the next three years to help individuals fight climate
change, twice the amount required under previous schemes.
Benn will argue that everyone has to do more to fight climate change
in their everyday lives.
His speech appears to coincide with a critical report from the
communities select committee that attacks ministers for failing to
give sufficient priority to combating energy inefficiency in housing.

Still having your serious reading problems?
It states:

Obviously they are keen to get more cars off our roads, but not their
own cars of course, and people like you are responsible for almost 50%%
of emissions. Don't you feel ashamed?

Nah, the Borg assimilate new species and ideas in an effort to acheive
