The reason why the trains will not run fast from Clapham Junction to East
Croydon, or south of East Croydon, is that it is difficult to path the
crossing move between Slow and Fast at Balham, and it is a cause of further
delay if trains don't run exactly to time. But, as you say, there is demand
between the West London Line and East Croydon, and intermediate stations, so
it is worthwhile running through to East Croydon on the Slows, rather than
terminating at Clapham Junction.
