I'd say that TV Licensing are being deliberately misleading. The
licence "allows television receivers to be installed and used".
I think it would be a stretch to argue that a PC that doesn't have a
tuner card installed qualifies as a television receiver, just because
it's connected to the Internet and various parties have decided to
make their programmes available online.
