  A "direction" or "mandatory"??

Following on from my 7/8 thread.
I've done some more searching, particularly with Nick Perkins'
"direction" and come up with a possible conflict.

From various sources, the EGU "directs" that full handicap shall be
used for all singles competitions.
I take this to mean that it's not compulsory, but pretty much should
be.

However, the EGU did some presentations about the 2008-2011 CONGU UHS,
where it is stated that full handicap is "mandatory" in singles
competitions.

This is on the EGU website via their "handicapping seminar
presentation" found via handicapping/handicapping publications at
http://www.englishgolfunion.org/core/core_picker/download.asp?id=4874&documenttable...

I take this to mean compulsory.

So is the use of full handicaps a direction or mandatory?

Still confused.................... but only slightly now.

  Slow Play

Can anybody point me in the direction of a list of suggestions for avoiding
slow play, which can be given to offenders.

Tha background is a big hold up in last Saturday's competition caused by the
group of three. We were in the clubhouse and noticed a big gap on the 18th
after the previous group finished. Around 15 minutes afterwards this group
appeared on the tee. The group behind them were also on the tee before they
had finished teeing off.

Player one hit his tee shot through the back of the green and out of bounds.
After walking up he was told this by the group on the first tee. He then
went back to the tee and played another ball. By this time there were 2
groups waiting on the tee. They finished the hole at 4 hours 32 minutes
after they teed off. They teed off 3 groups after us and we took just over 4
hours - disapppointing enough in itself.

When Player 1 came in I told him he must have a good card to go back to the
18th tee. He said no, but he had a pound on the game!

A number of other players complained they had been held up by the group
earlier in the round. Every

  Society Golf handicaps

Does anyone have info on the scoring changes to handicaps (in society
situations). ie: how many shots should the 1st placed golfer lose?

Are there other changes for 2nd/3rd etc. Also can the back markers get
shots back?

In a Stableford competition, a high handicapper (H) is playing in the
same flight with a low handicapper (L).

On the green of a certain hole, L's ball is farther from the hole than
H's. When L prepares to putt, H positions himself is such a way that he
can observe L's line of putt. At that point L turns around and states
that H has incurred a penalty of 2 strokes for observing his line of
putt. H (assuming that H has a better knowledge of the Rules, and too
intimidated anyway to object) does not object and adds two strokes to his
score for the hole.

After the competition, H turns in his signed score card to the Committee
without remarks.

After the competition was closed and the results published, H learns that
he has incorrectly accepted the penalty and now wants his score modified.

Is my understanding correct that the initial score stands (R34-1.b)?

  Handicap query

Yesterday I played in a team competition which was a qualifier on an away
course. I arrived a bit late and our team cards were handed out. I didn't
check it and that is entirely my fault but, due to a series of errors, I was
down as 21 when I have recently gone up to 22. So, I played with the 21
handicap and I know that was OK as far as the comp was concerned.

However, though I did not do very well, with the CSS at 75 and my adjusted
score at 101, my nett would be 80 with 21 handicap and I would be outside my
buffer zone and go up .1, while if for the purposes of handicap adjustment
my true handicap of 22 is applied I would be nett 79 and within my buffer
zone.

The question is - do I have my handicap adjusted according to the handicap I
played to incorrectly or to my true handicap?
