According to DA that's what we both tried to do some years ago, but it was a
non starter.
Still say there's no reason not to have a real European league of say two
divisions, 16 in each.
Bottom two get relegated to their national leagues, winners of the national
leagues play in a knockout competition, North & South Europe to choose the
two replacements.
We could start by taking the top 32 teams according to the uefa rankings:

all of Europe's major teams are included.
