I was looking at the Alliance and Leicester Clubs and Charities
Accounts as a possible bank to use for the Explorer Unit, and I
noticed that they offer free ATM withdrawals.
If you can withdraw cash from an ATM with such an account, this
looks very useful for an Explorer unit's account, especially if it
can be done abroad. It means we could handle all expedition
expenditure through the account rather than relying on individuals
accounts as at present.
Does anyone have experience of this bank for Club and Charity
accounts ?. (I am a normal A&L customer.)

The simple answer to your question from me is no I do not have experience of
this account.

To clarify, there is nothing wrong with an individual paying for an
activity through their own account, obtaining a receipt and claiming
the money back. (They could claim back any charges made as well).
However, if the money for the trip was paid into an account then that
account used to pay for activities that could give rise to some
concern.
I'm afraid that it is all too easy for people to fall into the money
trap by accident. A couple of lost receipts perhaps, an oversight on
returning unspent funds, or just simple mismanagement.
Someone WILL raise the question at some point, better safe than sorry.

Isn't this against the principle of the 2 signature rule?

Surely when you open the bank account you tick a box that say "two
signatories required" or similar? So once you've told them that they
should only pay out on two people's say-so they should not issue a
cashcard. Or so ISTM
