How do you appraoch an event like this with respect to Scout Activity
rules ?

A lot of Dartmoor would be Terrain 1 and possibly bits of Terrain 2
also.

For the actual event does someone in the team get issued with a permit
or are they remotly supervised by another permit holder ?

It has been quite widely publicized on the award website and in the
award journal, my DofE region ran workshops a couple of weeks ago,
that I found out after they had happened was not their fault :-(

Resembling a hike - many do. But I personally do not consider a walk to be a
hike. Many walk to school with their bags a mile or 2 but certainly not a
hike.

I don't really know how to diferentiate the 2 but a hike to me is generally
something away from the tarmac and well worn canal towpaths.
