You must have done. Last year, for instance, all leaders and
commissioners got a 50%% pay rise backdated to 1 August 1907. Plus
interest, of course.
I'm doing pretty well, because apart from running the Cub Pack and Scout
Troop, we are starting a second Troop early next year - and it looks
like I will be running that one as well. That's 3 times the normal
salary, then.

I meant that you needed those modules to teach it NOT take the course...
sorry.

FA is always a snotty one, every district seems to have its own
interpretation of what's needed and many seem to ignore the rule.
The solution used to be First response courses which were quite popular and
at only 1 day long not too onerous but now you have to have module 27/28 (?)
plus the adult FA certificate which seems to have severely cut down the
people that can run it.
I completed both of those modules (+29) over a year ago, part at Scouts,
part at work, but not having a TA they have not been validated, so in theory
I can't run them. In practice I was teaching above that level to Explorer
Scouts but now the new badge scheme has come in I am going to have to get
them sorted to teach level 4, which presumably will also count for
leaders...
I need to go an lie down in a dark room :-)

Do they require that a male leader is always present if there are any
male youth attending ?

Indeed, and I think they make the point very well.
