because explorers is still a myth to many people... because if it's a
choice between scouts or the street, a SL will keep kids til 15.

You are a DESC... i know what it stanbs for but i have never seen one.
When groups run their own venture unit still, and their is no concept
of a district unit... what else should a SL do?

As for DofE Bronze at 13 - the restriction is not from Scouting but
from the Duke of Edinburgh's Award...
Personally, I advocate skipping the DofE Bronze (and the Chief Scout's
Platinum) for most Explorers (not all - the point of the progressive
awards is to provide a personal challenge) - this gives them time to
settle into a unit, and they can do some preparation for Silver and
Diamond - much more adventurous/exciting...
