"Reverse billing" - where the phone owner pays to *receive* texts- is so
obviously wide open to fraud that there is only one conceivable reason why
mobile phone operators allow the practice to continue.

There's one type of vehicle on the road whose speedometer has to be accurate
to within +/- 2%% and this is checked at every MOT. Furthermore, MOTs for
these vehicles start when the vehicle is one, and not three years old.
