Indeed. Party politicians no doubt thought they could slope their
shoulders after privatisation, but that was never likely with hordes
of people relying on subsidised trains to get to work despite
attempts at "the great car economy".

The Serpell Report was no doubt a testing of the waters. Later on
there was a "Strathclyde Serpell" report, which led to significant
changes to staffing which can be appreciated by putting "strathclyde
manning agreement" into a search engine.
