I just got this from PayPal. I paid £113 for an item which didn't
arrive.

Why have they only refunded £98?

And what can I do (if anything) to get the rest of my money back?

Certainly not the Financial Ombudsman, who has ruled that section 75 of
the Consumer Credit Act 1974 does not apply when PayPal is used and
funded by a credit card.
