This ng needs moderator so that users can use it again without all
the
needless junk on it.

Perhaps a moderated group somewhere else - such as on Yahoo Groups -
would be the solution for those who feel that uk.local.north-staffs is
overwhelmed by too many trolls and spammers (...and for those who can't
set up killfiles).

You cannot convert an unmoderated group into a moderated one, that is not
possible (thank goodness).
