Stockport and Trafford said No, but the other 8 said Yes, so the Congestion Charge plan goes
ahead.
Now we see if the govt will stump up for the cash required to extend the Metrolink and the other
stuff that are preconditions for the CCharge

I still maintain Manchester doesn't have any congestion worth talking about when compared to
London or Birmingham, and that what there is would be best tackled by sorting out the access
routes to get the traffic through quickly instead of artificially slowing it down.
