Braehead Shopping Centre near Glasgow has introduced a scheme to try
to prevent drivers using Disabled Parking Bays when they are not
entitled to do so.They have engaged a company to do this and the
penalties are £60.
Now ( if no payment is forthcoming) even assuming that they go to the
trouble get the Reg Keepers details from DVLA that does not prove who
was the guilty party .If they take the Reg Keeper to Court then surely
they still need ( even in a Small Claims Court) to prove it was the
keeper who committed the offence and he/she is not obliged to say who
the driver was .
Am I right in looking at it this way?

Despite what the other poster says, I reckon there will probably be an
obscure feature of Scots law that allows this penalty to be enforced.

Any moron that parks in a disabled bay when not disabled should be banned
for a week from driving. If we all did it there would never be a space for
disabled drivers. It angers me when I have walked across a car park to see a
perfectly able man/woman/family driving into the closest disabled bay, usual
with a 4x4. If common decency and social awareness are not enough to
discourage them from doing it they need to be taught a lesson. They are
ignorant, antisocial bastards.

You infer that able-bodied *intelligent* people should be permitted to
park in a disabled bay.

How do you know that they are perfectly able? Not all disabilities
are apparent to the eye. There is also the possibility that the
driver is picking up a disabled shopper.

I totally agree, I took my dad to see my mum in hospital last night,
we're both disabled and after driving round the care park several times
I decided to drop him at the entrance and continue looking for anywhere
to park. I found a space well away and hobbled back to be informed by my
wife that as I disappeared round the corner a car left a disabled bay
and another nipped in and a young man and three children jumped out, she
checked and there was no Blue Badge.
She reported him to a parking attendant but I doubt if they'll do
anything as such abuses appear to be common judging from previous
visits.

To Cynic. Is is just the same as saying that there was no one around and the
road was quiet so broke the speed limit, what is the harm in that.. Anyone
who tries to reason that they are clever enough to decide that the rule does
not apply to them for whatever reason is a moron. It is people like you that
are creating this everyman for himself society.
