The suburb is the city now. As after World War Two America had a great
economic advantage over most of it's competitors since they had to
rebuild their infrastructures, and then when they caught back up casued
America to be just one amoungst many 1st world societies, so the suburb
that once was only known to the affluent, dreads the arrival of the
rest of society that lives in society.

So all the institutions of an advanced city have to be transplanted to
the wierd new cities.
