states are very similar to members of covenant-breaker groups:

This black balling is intended to create a situation in which it will
be justified by Baha'is to shun these former Baha'is because they are,
according to Moojan, similar to covenant breakers. Moojan should be
ashamed of himself; the fact that he attempts to pass off this poison
as a scholarly paper clearly shows he has no integrity as a scholar,
Baha'i or otherwise.
