Absolute security is impossible. Life is always more or less at risk.
Only thing you can do is going after the causes of crimes.

Israel delayed (because of Israeli rejectionist's influence) and
stopped (because of Palestinian rejectionist's suicide bombings) the
implementation of the deals in the 90s.

conflict are attacked nonetheless (deliberately or accidentally). With
other words: an indiscriminate attacker does not discriminate between
guilty and innocent

Legitimacy is a different level. Self defence is legitimate, attacking
innocents is not.
