Investigator: Move boys' group home from drug-ridden Lauderhill area
With crime and drugs, neighborhood said to be unsafe for troubled teen boys

A Lauderhill group home for troubled teenage boys is not safe and needs
to be moved out of its troubled neighborhood, according to the
preliminary findings of a court-ordered investigation.

"The mix of children and the surrounding crime-ridden, drug-infested
neighborhood create insurmountable safety concerns for the children
admitted," a child welfare analyst wrote about Impact Community
Services' group home. "The residents also pose a risk to the surrounding
neighborhood."

A Broward judge approved the inquiry into the group home at 5631 NW 27th
Court after the county's guardian ad litem program raised concerns last
month about the well-being of teenagers there.

BROOKSVILLE - The Department of Children and Families wants a judge to
sever the agency's ties to a lawsuit filed against a pair of foster
parents doing time in prison for child abuse.

The main target of the lawsuit is Arthur and Lori Allain, who were
arrested in 2004 after a 10-year-old girl under their care was found to
weigh only 29 pounds.

Her brother, John Joseph Edwards, turned 18 last year and promptly sued
the Allain's for negligence, battery and false imprisonment. Among his
grievances laid out in the lawsuit are "physical and mental torture," to
include starvation, beatings, head shaving and "unlawful confinement."

Both of the Allain's have filed official denials to the allegations from
their respective prisons.

As the state labors to find "the best temp-orary placements" for the 463
children recently removed from the Eldorado polygamist compound, Texas'
overburdened foster care system is under scrutiny once again.

The influx of so many children at one time is straining a foster care
system already struggling with funding shortages, high staff turnover
and a patchwork approach to advocating for children already in the system.

The Department of Family and Protective Services (DFPS) reports that
roughly a quarter of its completed investigations in 2007 resulted in
confirmed cases of abuse or neglect involving 71,344 Texas children.

Two legal experts suggested this week that the federal government could be
laying the groundwork for possible indictments against the owners of the
country's largest kosher meat manufacturer.

The comments come in the wake of Monday's raid on AgriProcessors'
slaughterhouse in Postville, Iowa, when federal authorities entered the
plant and arrested 390 workers - more than a third of the company's
workforce - on illegal immigration charges. On Tuesday, 29 workers were
charged with crimes including identity theft and using false social security
numbers, according to a spokesman for the U.S. Attorney's office.

"It's clear from the affadavit's allegations that the government is thinking
of an up-the-ladder chain of getting either the whole corporation or some
senior managers," said Marc Stern, general counsel to the

American Jewish Congress, who reviewed the affadavit. "There are clearly
some supervisors who are at great risk with being charged with harboring
aliens in systematic fashion. There's also a tantalizing thing in there
about different-colored paychecks that suggests a slush fund for paying
illegals."
