Taepodong missiles could reach the west coast of America. But the
"japs" can not intercept those Taepodongs heading to America simply
because Japan is the official enemy of the UN and the UNSC members such
as the US, China. If Japan ever intercepts it, Korea can officially
regard it as an invasion of Japan, so Koreans will get an official
rational reason to counterattack and nuke Japan, which is based on
article 53 and 107 of the Charter of the UN defining that any country
has rights to counterattack Japan in case they regard its military
action. So will China.
As matter of a fact, according to the Charter of the UN, officially
Korea launching missiles is the ally of the UN, the UNSC members the US
and China, so Japan has no right to intercept it unless it is targeting
Japan.
