SAN JUAN, Puerto Rico - The execution-style shooting caught on video in
August shocked Puerto Ricans. But not as much as who pulled the trigger.
Javier Pagan, a member of the Puerto Rico Police Department, is accused of
killing Miguel Caceres, an unarmed man with no criminal record. Caceres was
face down on the ground, police said, when Pagan put four bullets in his
body with a department-issued gun.
An additional 76 officers were charged with crimes ranging from obstruction
of justice to murder since the beginning of 2006, and dozens more were
arrested by federal agencies. Such scandals have rocked the Puerto Rico
Police Department and are cited as one of the reasons it's hemorrhaging
officers. Since January, the 18,000-member department has lost more than
3,000 officers.

SAN JUAN, Puerto Rico (Reuters) - Hundreds of people, angered over an
alleged "pet massacre" in Puerto Rico's northwest town of Barceloneta,
joined in a protest march on Sunday from the island's Supreme Court to its
Capitol.
Many in the crowd of about 500 brought dogs and wore T-shirts reading, "I'm
a animal lover" or "I love mutts." Others held signs with slogans like "stop
animal abuse" and "justice for the pets of Barceloneta."
The October 8 and October 10 raids, in which authorities seized around 80
pets from their owners at three public housing projects in Barceloneta,
stirred widespread anger.
Residents say many of the animals were later thrown off the 50-foot Paseo
del Indio highway bridge outside of town to their deaths.
"I'm here because we have to stop the abuse against dogs and other animals,"
said dog owner Mari Luz Santiago.
Fellow protester Ramon Martinez added: "If what they say is true, that's an
action that's unfitting for any civilized country."

Survivor Noemi Martinez, 29, of El Salvador, said the boat departed
from Guatemala and capsized Tuesday with more than 20 people aboard,
according to Moises Hernandez, regional commander for ministerial
police in Oaxaca.
State authorities identified the only other known survivor as
Salvadoran Walter Alan, 23.
Search efforts were suspended on Saturday because of heavy rain that
flooded rivers and creeks.
Earlier, a military helicopter searched the sea while state
authorities combed the beach near the towns of San Francisco Ixhuatan
and San Francisco del Mar, about 200 miles from the Guatemalan
border.
