Dear Mr Ang
Thank you for your email in which you requested that we should make
available Restricted 21 videos in order to provide a wider choice to
adults.
You highlighted the importance of exercising control over R21 titles
so that the young may not get their hands easily on the titles. We
agree with you. At present, R21 films are only available in cinemas
where there are checks in place to ensure that they are not accessible
to the young.
R21 films are not available on video as video classification was only
introduced in 2004 and the Censorship Review Committee, which made the
recommendation to introduce video classification, proposed that the
highest rating should be M18. This is to address community concerns
over explicit content being accessed by the young.
The ratings for film classification was revised in 2004 - it has
enabled more choice for adults by offering mature content rated M18
and R21. At the same time, checks in cinemas also prevent the young
from being exposed to mature content.
We will continue to review our policy of rating for videos to reflect
community views and values.
Yours sincerely
Wang Chee Yann

Subject Problem related to adult themes programmes/films......
Hello Dr Lee Boon Yang, President Nathan, PM Lee Hsien Loong and DPM
Wong Kan Seng,
The actual faxt behind this film issue in Singapore is that there is
no such way as adult films or adult themes programme which is suitable
for older age people to view as this R21 is only vailid in theatre
only where the M18 is implemented not only in theatre but also for
home which carries the meaning illicit adult themes film. This means
that there are some form of license to cover for these films as it
seems that there is no forseen trouble when screening these films
(probably Singapore police force license to see, unrated). There
should be a better work around to see films to have two category which
programmes/films that are suitable for different younger age to view
and films/programmes that are suitable for adult to view only. Adults
would definitely choose something/storires that are more adult based
to view and the R21 rating will most satisfy this claims as for
younger adults/teens/children, there are different rating of films to
be setup to view these programmes/films. This is the time we will have
to different groups of viewers to view these titles. We also need to
exercise control over these titles so that youngsters might not get
their hands easily on titles that are meant for the adults to view.
That's all......
N/B: Each and every adult will have more choices of titles to choose
from after the R21 for home and theatres is setup. Adults will benefot
from such ways as to see what ever adult titles they are interested as
there is no limiting control of their viewing pleasures.
