There you go again, providing proof of just how unfree China is.
First, why would Chinese not be allowed to tour Taiwan? Possibly
because China is so bad that the govenrment is afraid that these
Chinese would stay in Taiwan and never head back. The mainland Chinese
people are imprisoned in a cage. Second, why would someone not be
qualified to buy real estate unless he has lived in China for one
year? That's just ridiculous. (& restrictions on Shanghai stock
markets too?), No wonder the mainland Chinese are trying to escape.
So how to explain those who return? Well, as you said, for retirement.
They have "spread their seed" in the West or in other countries and so
now they, sorry to be so harsh but, like communist dogs (haha) can
comfortably "return to his Vomit" just like "a sow returns to her
mire".
That's taken from Kiplings poem, which you'll agree because, well,
it's has an underlying ethnic if not racial tone to it which mainland
Chinese implicitly subscribe to.

On the first Feminian Sandstones we were promised the Fuller Life

In the Carboniferous Epoch we were promised abundance for all,
By robbing selected Peter to pay for collective Paul;
