Your first concern is not about creating the actual Hmong state. It
should be homogenizing the Hmong people, this means keeping Hmong as

against Hmong. It would be fine to use christians to help the Hmong,
but not fine to join their religion. See the difference? This is how
you're going to nation/ethnic build first. If not then oneday, probably
sooner than later, you'll find that Hmong will be assimilated like any
other small immigrant groups, thus they'll just be Americans,
Canadians, French, etc, rather than Hmong. Once their mentalities have
changed, good luck trying to create your Hmong country.
