hmmmm....

i thought there is no such thing as refugees in laos...leaving
laos..or returning to laos? so how or why is it that there are
refugee camps?

Ban Phalak is a refugee camp run by the Lao Government to offer refuge
for "Lao of Hmong decent who were returning to Laos" assistance while
they get back on their feet.

Larry,

Thank you for presenting all the facts and comparison. You did a great
job gathering and researching all these material. I must second the
other commentator that Ban Pathana Pha Lak is not a Refugee camp, but
a temporarily housing arrangement, to help victims of human
trafficking. It may not be a 5 Stars accomadation to us in the West,
but to those victims of human trafficking, it is the best thing they
will ever get on their own. I know for sure that the Mexican deportees
don't get the kind of attentions and supports from their Government
like the Hmong are getting from the Lao Government.

Larry, Laopeoplearmy,
Seeing your comments on the type of facility that Phalak is, would it
not be best described as a 'resettlement village'? It is not a "refugee
camp", the occupants are 'no longer' refugees, they are home in their native
country. I have certainly not read anything that indicates their settlement
at Phalak is temporary or time limited, therefore 'resettlement village'
would probably be most correct and suitable term.

As for the term 'resettlement village' it is GOL official term most
appropriate, one can also add 'transiting' resettlement village as Bane
Phalak will not be able to cater for 8000+ people, beside will be
'relocated'=transit to other places. This is another can of worms, to people
who request that returnees be traceable.

Some key difference with examples referred to and Bane Phalak, at
present, is there is no access from world humanitarian aid orgs.
